Eduardo’s values of justice, inclusion, and equity guide his work as an advocate for transformative public policy.
As Senior Policy Manager, Eduardo supports the foundation’s efforts to advance policy solutions that will improve the lives of California’s Latino community. He also helps execute the goals of the Latino Power Fund, the foundation’s five-year, $50 million initiative focused on strengthening Latino-led grassroots organizations, and mobilizing Latino leaders and voters to make lasting civic and political change.
Eduardo started his career at Generation Progress (GP), the millennial outreach arm of the Center for American Progress in Washington, D.C. where he trained hundreds of young people to design grassroots campaigns to promote college access and affordability. He also lobbied congress and the Obama administration on immigration policy, including deferred action for DREAMers and their parents, and oversaw grantmaking to immigrant youth and student-led organizations in GP’s network.
Inspired by his experiences working with immigrant youth, Eduardo transitioned to co-leading a national campaign to advance comprehensive immigration reform legislation at the Leadership Conference on Civil and Human Rights, a coalition of more than 200 national organizations. In his role he worked within Washington policy circles to coordinate on legislative strategy, while organizing regional deportation defense trainings in states where undocumented communities face aggressive immigration enforcement.
Eduardo received his master’s degree in public policy from the University of Michigan, where his graduate work focused on immigration, workforce development, and human rights.
