Brenda Goldstein is the Chief of Integrated Services at LifeLong Medical Care, a community health center serving Berkeley, Oakland, West Contra Costa County and Marin Counties in California. Ms. Goldstein has fostered numerous partnerships between public and community agencies to create medical, mental health and social services systems of care for those experiencing homelessness, mental illness and complex health care needs. Ms. Goldstein has developed LifeLong’s Supportive Housing Program into a nationally recognized model of care serving homeless adults and is recognized as a leader in developing policies and programs to promote integrated primary care and behavioral health services. Ms. Goldstein received her Master’s in Public Health from University of California Berkeley.

Brenda Goldstein

Michael Stacey, MD, joined [LifeLong Medical Care](/org/lifelong-medical-care) as Chief Medical Officer in 2019. Dr. Stacey focuses on clinical leadership, quality improvement, and the use of health technologies to the LifeLong Community.

Dr. Stacey comes to LifeLong from his position as the Director of Medical Services and the Deputy Director of Health and Social Services for Solano County. His passion to serve underrepresented communities has spanned his entire medical career. In Solano County he oversaw the County FQHCs, which included Dental Care, for 7 years. He has also served as Co-chair of the Bay Area Regional Health Inequities Initiative (BARHII) for a number of years, which aims to eliminate health inequities in the Bay Area through upstream interventions and policy work (visit barhii.org for more information).

Dr. Stacey brings with him a breadth of local and international experience which have fueled a desire to work with underserved communities. Although initially he thought his career would be focused overseas, he has found that there are many opportunities to have a positive impact right here in the Bay Area. After he finished medical school, Dr. Stacy served in the US Air Force for 6 years stationed in California and England. He has also spent time in Chile, where he learned Spanish, and Nicaragua.

Primary Job Responsibilities: Responsible for the provision of medical and mental health services, including service delivery, and monitoring and improving quality of care. Coordinates with clinical leadership for oversight of direct delivery of medical services at all sites. Develops and implements quality assurance systems. Regularly reviews services provided under formal written agreement to ensure compliance with health center requirements. Reports to CEO. Member of Senior Leadership Team.

Michael Stacey

Ms. Bazile serves as Deputy Director. She started with LifeLong’s Over 60 Health Center as a Health Fellow. Over the many years with LifeLong, Ms. Bazile has developed several programs and departments, including human resources, [AmeriCorps](/org/americorps), compliance, outreach, and marketing.

She has years of experience in operations and financial management, event planning, human resources, policy development, and program planning.

Ms. Bazile made a career change from public accounting into public health because of her desire to work directly with the management of providing access to healthcare for underserved communities, particularly those of color. She earned a BBA from the University of Michigan and an MPH from the University of California Berkeley. She also is a Blue Shield Foundation of California-Clinic Leadership Institute Graduate.

Primary Job Responsibilities: Responsible for the development and strengthening of relationships with community partners and elected representatives at all levels of government in order to promote LifeLong’s services, collaborations, funding, and policy advocacy. Reports to CEO. Member of Senior Leadership Team.

Lucinda Bazile

Ron Adler, Chair of LifeLong’s Development Committee, received his education from Harvard, Stanford, and UCSF. He has lived and practiced medicine in the East Bay since 1977, working in both private practice and public health care at Alta Bates/Herrick Hospitals, Alameda County Medical Center (Highland Hospital), and the University of California Health Service. He served 16 years as a member and chair of the City of Berkeley Community Health Commission. He is now semi-retired and, in addition to his service on the LifeLong Board, he volunteers at community health centers and at the University of California/UCSF Joint Medical program. He notes with pride that many of the doctors at LifeLong were once students of his at Highland Hospital or at the UCSF Medical School. His self-declared "mission" on the LifeLong Board is to create and maintain a working environment that supports our dedicated health care providers in the delivery of humane, quality health care for all of our patients.

Ron Adler

Edgar Quiroz has over 30 years of experience initiating positive change management within the healthcare industry. Quiroz completed a master’s degree in Public Health Planning, Policy & Administration and an executive leadership program at [Harvard Business School](/org/harvard-business-school). Highly accomplished in communicating strategic direction and influencing all organizational levels to adopt new standards. Proven effective collaborator with government agencies and professional organizations in identifying and sharing industry best practices in post cute care.

Edgar U. Quiroz

Janet Howley is Vice President of Community Services & Housing at Northern California Presbyterian Homes and Services. She came to NCPHS in 2014 with 27 years of experience in the field of affordable housing, working in nonprofit organizations and local government. Before that, she worked at Mercy Housing California as Senior Asset Manager from 2008 to 2011. Prior to this position, she worked in the Community and Economic Development Agency at the City of Oakland, from 1988 through 2007 as a Housing Development Coordinator, Manager of Housing Development and Interim Director of Housing & Community Development. Janet moved to the Bay Area following a two year assignment with Harvard's Kennedy School of Government which required travel throughout the United States to evaluate the work of a national foundation. She received a Masters Degree in Urban and Environmental Policy at [Tufts University](/org/tufts-university) and a BA in English and Philosophy from [Boston College](/org/boston-college). She has served as Chair and Past Chair of the [LifeLong Medical Care](/org/lifelong-medical-care) Board of Directors where she has served since 2001.

Janet Howley

Assistant Executive Director for El Concilio of San Mateo County for over 10 years, Gloria has directed programs that promote health prevention, education, outreach, and case management for San Mateo County's Latino and other underserved communities. She is the co-founder of Nuestro Canto de Salud Health Project that is a multi-disciplinary collaborative effort that envisions all community as key stakeholders in the rhythm and harmony of a healthy community. Gloria has a long history of working in the community and is committed to social justice issues. She has served on several boards and councils, including the Spanish Speaking Citizens Foundation, [American Diabetes Association](/org/american-diabetes-association-inc), [American Cancer Society](/org/american-cancer-society), West Bay Breast Cancer Early Detention Program, and KCSM's Community Advisory Committee. She was a past [KQED](/org/kqed) Local Hero for Hispanic Heritage Month as well as the private sector Local Hero award for Peninsula Interfaith Action.

Gloria Flores-Garcia

John Jenkins, MBA, earned his degrees at Wharton – [University of Pennsylvania](/org/university-of-pennsylvania) and [Princeton University](/org/princeton). He is currently the Senior Vice-President of Finance, Operations and Business Development at Valassis Digital. He has over 17 years as an entrepreneur, executive and advisor with domain expertise in digital media and health care and has held leadership positions at a number of advertising and product development agencies in the San Francisco Bay Area. He has served as a member of the [LifeLong Medical Care](/org/lifelong-medical-care) Board of Directors since 2012. He also serves on the LifeLong Quality Assurance and Development committees, and chairs the annual fundraiser.

John L. Jenkins

James Johnson, Jr. studied African-American Studies and Public Health at U.C. Berkeley and currently works as an Analyst with the Solano County Health & Social Services Department. After his initial professional introduction to [LifeLong Medical Care](/org/lifelong-medical-care) through participation in a work group that reviews and addresses the high prevalence of hypertension in certain communities in Berkeley, he developed a great appreciation for the work of LifeLong and its many sites throughout the Bay Area.

As a Bay Area native, James feels it’s especially important to improve this community and its health and wellbeing, and sees LifeLong as an organization that is grassroots enough to reach people outside of the clinical setting. It’s also large enough to make profound changes in the lives of families they serve. James is also an Advisor to a chapter of the Alpha Phi Alpha Fraternity, Inc. as well as Chairing the Bay Area Alphas Education Foundation. He is a mentor through several organizations and involved with the Covenant Worship Center.

James Johnson, Jr.

Julie Sinai comes to [LifeLong Medical Care](/org/lifelong-medical-care) with more than three decades in the non-profit and public sector working for social and economic justice, with a focus on equity, community well-being, access to education, and economic self-sufficiency.

Ms. Sinai has developed policy and programs in childcare and family support at a regional and national level. She also led Berkeley Unified School District’s School-Linked Programs, forging collaborative efforts to bring medical, dental, and behavioral health services into the schools. From 2003-2011, Julie was the policy advisor to the Mayor of Berkeley on health and social services, youth and education, workforce development, and job creation. She also has served as the Mayor’s chief of staff.

Ms. Sinai also worked for [UC Berkeley](/org/uc-berkeley) and then the [California Community College System](/org/california-community-college-system). Most recently she served as Vice President of Policy and Regional Initiatives for the Roberts Enterprise Development Fund.

Ms. Sinai received her B.S. in Community Service and Public Affairs at the [University of Oregon](/org/university-of-oregon) and her MPA at [University of San Francisco](/org/university-of-san-francisco). In 2012, [LifeLong Medical Care](/org/lifelong-medical-care) recognized Julie with the Bobbie Award for her public service as a health activist and advocate.

Julie Sinai

Rachel Tobey brings 17 years of experience working to improve cost effectiveness, quality, access and patient experience in a variety of health care settings, ranging from large integrated delivery systems to community health clinics.

Ms. Tobey’s specific areas of expertise include health policy research and development, health system payment and financing, evaluation and strategic consulting, concentrating on health systems and payers focused on vulnerable and underserved populations. Ms. Tobey’s recent projects have included researching and writing about emerging safety-net ACOs for the [Robert Wood Johnson Foundation](/org/robert-wood-johnson-foundation), developing a whole-person care framework and policy recommendations for the [Blue Shield of California Foundation](/org/blue-shield-of-california-foundation), and working with the California Primary Care Association and the California Association of Public Health and Hospital Systems on Federally Qualified Health Center payment reform to facilitate delivery system transformation in California’s safety-net.

Ms. Tobey holds a Bachelor of Arts from [Stanford University](/org/stanford) and a Master’s in Public and International Affairs from Princeton’s Woodrow Wilson School with certificates in Health and Health Policy and Demography.

Rachel Tobey

Philip Kamlarz has made a lifetime commitment to community and public service. Prior to his retirement, he most recently served as the Berkeley City Manager, having spent over 45 years in service to the community with a goal of improving the lives of those most in need. Phil currently serves on the Board of the Berkeley East Bay Humane Society. He studied at [Long Island University](/org/long-island-university) where he received his BS degree and did graduate work at Hunter College in New York. He has served as Treasurer of the [LifeLong Medical Care](/org/lifelong-medical-care) Board of Directors since 2016 and he also serves on the LifeLong Finance Committee as Chair.

Philip Kamlarz

Dr. Parker is a graduate of City College of San Francisco. She received her degree in dentistry from [Howard University](/org/howard-university) and completed her residency at Harlem Hospital in New York City. She also holds a master’s of public administration in health administration (MPA) degree from University of Michigan.

Prior to joining [LifeLong Medical Care](/org/lifelong-medical-care), she served as a director of Hamilton Community Health Network, directing the dental division of a multi-location, multi-disciplinary community health facility. In her 11 years there, she developed clinical protocols and standards, participated in community outreach, maintained clinic funding, and provided and oversaw comprehensive clinical care to patients.

In 2012, Dr. Parker implemented a nationally accredited dental residency program at New York University Lutheran Hospital Center. She also implemented clinic rotations for University of Michigan dental students and collaborated with the university’s inter-professional education three-year pilot program.

Under her leadership, her clinic grew from 12 chairs and two locations to 29 chairs and three locations, averaging 2,300 visits a month.

Although she has been based in Flint, Michigan, Dr. Parker’s experience is worldwide. She has been a mission dentist all over the globe. For the past 17 years, she has been involved in education, screening, prevention, and treatment of oral diseases and the fabrication of dental/orthodontic appliances for cleft palate. Her work has taken her to Haiti several times, including a visit in 2010 after the catastrophic earthquake there.

Kevin D. Williams earned his degrees at [UC Berkeley](/org/uc-berkeley), the University of Houston Law Center, and the University of Texas School of Public Health. He is currently the Associate Director at Berkeley Youth Alternatives (BYA) and was a faculty member at the [UC Berkeley](/org/uc-berkeley) School of Public Health where he also served as the Associate Director of the Center for Public Health Practice. He has served as a member of the [LifeLong Medical Care](/org/lifelong-medical-care) Board of Directors since 2006. He is the Past Chair of the [California Black Health Network](/org/california-black-health-network) and the Past Chair of the African American Caucus for the State of California's Council on Multicultural Health.

Kevin D. Williams, JD

Brent Copen currently serves as Chief Financial Officer at LifeLong Medical Care. He brings 20+ years of executive management and leadership experience, including senior finance roles in health care, technology, management consulting, and community development finance. Over the past decade, he served as Chief Financial Officer for two Bay Area Federally Qualified Health Centers (FQHCs), and he was awarded 2018 Bay Area CFO of the Year by the San Francisco Business Times.

Mr. Copen currently holds three graduate level teaching positions at University of California, Berkeley’s Haas School of Business, School of Public Policy, and Berkeley Law where he teaches courses in financial management, financial modeling, and business planning for nonprofit organizations. He co-authored The Nonprofit Business Plan, a practical guide to help leaders establish a sustainable, results-driven business plan. Mr. Copen received a Master’s in Public Administration degree from Columbia University’s School of International and Public Affairs.

Brent Copen

Damone “D.L." Poole is the Chief Operating Officer (COO). Mr. Poole started with LifeLong in the role of Chief Administrative Officer in January 2015 after serving as a member of LifeLong Medical Care’s Board of Directors for three years. He took the position as LifeLong’s COO in August 2020. He operates departments that support patients and staff and is responsible for IT, Facilities Management, Procurement, and Patient Services, which includes the Call Center and Patient Grievances. A critical focus of his work is improving both the patient experience and staff satisfaction.

Mr. Poole has 20+ years’ experience in healthcare administration and services. Before joining LifeLong, he served as the regional senior executive director for Core Healthcare, an operator of skilled nursing facilities throughout Northern California. Other previous roles include executive director/associate medical director for two skilled nursing facilities, San Pablo Healthcare & Wellness Center and Vale Healthcare Center. He has also practiced as a licensed Physician Assistant for Kaiser Permanente and in private practice.

Mr. Poole earned a Bachelor of Science degree and a Master of Public Administration in healthcare from California State University, Hayward. He earned a Physician Assistant certification from the University of California, Davis, and an MBA from the University of San Francisco.

Judy Turiel, Chair of LifeLong’s Planning Committee, became a Board member of the Over 60 Health Center before the merger with Berkeley Primary Care Access that formed [LifeLong Medical Care](/org/lifelong-medical-care). After graduating from the University of California, Berkeley, and receiving a doctorate in education from [Harvard University](/org/harvard), she worked for many years with consumer health organizations, focusing initially on women's health and later on aging. She is author of Beyond Second Opinions: Making Choices About Fertility Treatment (1998) and Our Parents, Ourselves: How American Health Care Imperils Middle Age and Beyond (2005), both published by the University of California Press. Judy was Chair of the [City of Berkeley](/org/city-of-berkeley)'s Commission on Aging, concerned with needs of and services for older adults.

Judith S. Turiel

Robin Betts is a leader in clinical innovation and the implementation of safety improvement initiatives and has dedicated her professional life to patient safety, quality, and high reliability systems to make lives better. She has had a distinguished 35-year health care career, practicing as a nurse for 17 years.

As Vice President for Quality, Clinical Effectiveness & Regulatory Services for [Kaiser Permanente](/org/kaiser-permanente) Northern California, Robin helps further advance [Kaiser Permanente](/org/kaiser-permanente)’s nation-leading excellence in quality and patient safety, and oversees health plan and hospital regulatory functions, including compliance, licensing, and member grievances.

Robin also has a strong background in health care information technology. She spent almost two decades in clinical informatics and patient safety leadership positions – most notably at [Universal Health Services](/org/universal-health-services), as the Corporate Director of Information Technology, and at Valley Health System as an Associate Administrator leading implementation of evidence-based clinical care programs.

Robin Betts

Robbie Hurtado is an Employment Program Specialist for the City of Richmond. She has served as a Mental Health Behavioral Counselor, Substance Abuse Counselor and has been trained as a licensed vocational nurse. For over 17 years she has been providing referral services and resources to the people in her community. She serves as a Community Board Member of Rubicon Program, a non-profit provider of housing, training, employment and mental health services in Richmond. She also served as an Executive Board Member of Brookside Community Health Center for 17 years before they merged with LifeLong. She has served as a member of the [LifeLong Medical Care](/org/lifelong-medical-care) Board of Directors since 2012.

Robbie Hurtado

David comes to LifeLong with a wealth of experience in the community health center movement, most recently as the CEO of Tiburcio Vasquez Health Center (TVHC) in Hayward, CA. For more than seven years, David has led a strong team at TVHC, home to seven primary care clinics, three dental clinics, and three school-based health centers staffed by 300 health professionals.

From 2002 through 2012, prior to assuming the role of CEO at TVHC, David led Central Texas Community Health Centers, first as Chief Operating Officer for three years followed by seven years as CEO. Central Texas Community Health Centers is one of the largest community health center systems in the State of Texas.

David has co-led efforts to develop future diverse community health leadership at the local and nation level, forming “Conversations: Leadership Diversity”, a series of meetings and network of leaders of color across the health center movement. He is a frequent speaker at local, state and national forums and focuses on the development of tomorrows leaders.

Primary Job Responsibilities: Serves at the pleasure of the Board of Directors, with responsibility for all LifeLong programs and activities in accordance with applicable laws and regulations, corporate by-laws, Board policies and contractual obligations. Provides input and recommendations to the Board on overall vision and direction, develops long-term relationships, and contributes to policy development and advocacy at the local, regional, state, and national levels.

David B. Vliet

Patricia came to the world of aging through a circuitous route that began with jobs in radio and television. After the death of her daughter Sarah, she helped found the California Sudden Infant Death Syndrome Foundation and later returned to school to study nursing. She supplemented that expertise with a subsequent Masters degree in organizational behavior. She was a member of the first volunteer class at Alta Bates Hospice and was later named Director of the hospice and its successor, VNA & Hospice of Northern California. She has served more than 20 years as a board member and onetime Chair of the Over 60 Health Center and LifeLong Medical Care, and was also appointed Chief Operating Officer for LifeLong, gaining practical experience as well as a public-policy understanding of issues of aging. For the past 10 years, Patricia has maintained an independent consulting practice that specializes in aging and healthcare delivery. For the past 4 years Patricia has been involved in the development and implementation of Ashby Village a non-profit membership organization that provides the community, supports and services for people to age in their own homes.

Patricia Carson-Sussman

The board of directors at LifeLong Medical Care has a history of experience with social work, health care administration, and diversity inclusion. Members have worked with various organizations such as ACE Home Health Care and Hospice, Inc., Kaiser Permanente, and Touro University California. They have also lectured at the UC Berkeley School of Public Health and the University of Houston Law Center.
