There is one Full-Time permanent Program Manager, Housing Services position available starting on January 20, 2025, working 37.5 hours per week.

Your Role:

Manages Housing Services and assumes a lead role in division wide responsibilities and program portfolios. Develops funding agreements, establishes and maintains partnerships with funder and community agencies to ensure the housing needs of the community are being served.

Tasks:

Management:

  1. As a member of the Agency Leadership Team and the Housing Services Leadership Team, participates in agency planning, organizing and implementing processes.

  2. Establishes, monitors, and evaluates service targets, system goals and budgets.

  3. Ensures compliance with legislated and funder requirements.

  4. Participates in the development, implementation, and evaluation of Housing Services communication, problem-solving and accountability structures.

  5. Develops and maintains mutually satisfactory relationships with internal and external teams, partners, funding bodies and/or government agencies.

  6. Monitors the effectiveness and timeliness of program and service efforts and takes action to increase effectiveness where necessary.

  7. Develops and negotiates program funding proposals, agreements and contracts

  8. Monitors and adjusts the use of resources to meet client and funder needs and service targets.

  9. Participates on agency, departmental and community committees as assigned.

  10. Assesses needs and develops programs and services consistent with the agencies goals and objectives.

  11. Identifies trends, gaps in services, develops and recommends proposals to secure funding to address gaps and implements resulting programs.

  12. Develops, recommends and implements program budgets. Monitors program expenditures in relation to set budgets and takes corrective action; approves program expenditures.

  13. Contributes to the agency’s overall service plan and the preparation of the annual service plan for Housing Services.

  14. Develops and maintains partnerships with funders and community partners to seize new opportunities, attract additional funding, and strategically position the department and organization.

  15. Collaborates in the development and implementation of program initiatives with other community organizations.

  16. Identifies new initiatives and funding sources to expand or develop new programs.

  17. Ensures efficient and effective allocation of financial resources, staffing resources and tasks within designated areas.

  18. Manages designated programs and services ensuring quality leadership and service.

  19. Monitors programs ensuring adherence to funders’ program guidelines, and agency values.

  20. Monitors the delivery of service at a variety of sites to ensure an individualized approach is taken to community need and consistency and quality of service is maintained.

  21. Designs, recommends and implements systems, and division-specific policies and procedures to support and maximize productivity and the quality of services.

  22. Liaises with the Director regarding service, staff, and program issues and provides solutions.

  23. Develops and implements feedback mechanisms to evaluate programs and services to ensure that participant, community, funder and Agency needs are met.

  24. Responds to complaints from clients, community agencies, partners and funders and takes corrective action.

  25. Participates in negotiations with funders for financial support for programs, clarifying funding formulas and establishing program specific budgets

  26. Develops, recommends and implements a marketing strategy for Housing Services.

Program Planning and Development:

  1. Collaborates with the Director on the development and implementation of program goals and operational plans for Housing Services that support the Agency’s strategic plan.

  2. Assesses needs and in collaboration with the Director, develops program and services that are consistent with the Agency’s and division’s goals and objectives, including government contracts and fee-for-service activities.

  3. Contributes to and assists in the preparation of an annual service plan for the Housing Services division.

  4. Develops, recommends and implements a plan to support the long-term viability of Housing Services.

Supervision:

  1. Responsible for screening/or overseeing the screening, interviewing and hiring of new team/department members in consultation with the Human Resources Department and Director.

  2. Responsible for providing/or overseeing the provision of initial training and orientation to new direct reports.

  3. Provides leadership and support to employees within the area(s) of responsibility.

  4. Implements responsive leadership tools and strategies to support employees.

  5. Responsible for completing preferred leadership profiles with all new direct reports.

  6. Responsible for conducting monthly supervision meetings with all direct reports.

  7. Where applicable, responsible for ensuring that monthly supervision meetings are conducted by all other supervisory positions within the program/work unit for which this position is responsible.

  8. Responsible for and/or overseeing the administration of probationary/annual performance reviews and ensuring all necessary documentation is completed and submitted for processing in a timely manner.

  9. Responsible for/or overseeing the training and development of staff within the area(s) of responsibility.

  10. Carries out disciplinary and termination action in consultation with the Human Resources Department and Director.

  11. Provides advice to staff on interpretation of policies, identification of resources, problem solving and leadership.

Your Talents and Experience:

Requires a minimum diploma or undergraduate degree in a related discipline and three to five years relevant work experience in a leadership or management capacity, preferably in the management of housing programming.  Requires knowledge of issues and trends related to the housing sector.  Solid financial management, program planning and monitoring skills accompanied by the ability to maintain effective staff relations, and exceptional interpersonal and communication skills are required.  Proven experience in developing and maintaining partnerships with community agencies, key stakeholders and funding bodies is essential.  Proven ability to analyze trends, develop and implement creative programming, work directly with funders to implement services and evaluate results is required.  Basic knowledge of Microsoft Office as well as reliable transportation is required.

When determining rate of pay for external hires, a candidate’s past related experience will be taken into consideration along with where others with similar experience currently fall within the band.

  • Job Band K (hourly wages): Min - $39.01, Mid - $43.26, Max - $47.97
