Meghan O'Toole

Meghan O'Toole currently serves as the Director of the Health Policy in the Strategy Department at Mayo Clinic since October 2025. Prior to this role, Meghan O'Toole held various positions at the Centers for Medicare & Medicaid Services from January 2022 to October 2025, including Senior Advisor for the Medicare Plan Payment Group and Senior Advisor for Medicare in the Office of the Administrator. Meghan O'Toole was also a Senior Health and Domestic Policy Advisor in the office of Senator Brian Schatz from April 2019 to January 2022, and earlier worked as a Health Insurance Specialist focused on Medicare Parts A & B Analysis at the Centers for Medicare & Medicaid Services. Meghan O'Toole's experience includes a role as a Health Policy Analyst at the Center for American Progress, a Mayoral Fellow in the Chicago Mayor's Office, and various positions at City Year and Mathematica Policy Research. Academically, Meghan O'Toole earned a Master of Public Affairs in Domestic Policy from Princeton University and a Bachelor of Arts in Public Policy and French from Duke University.
