David Ellenbogen

David Ellenbogen provides strategic direction and oversight for legal affairs, compliance, privacy, regulatory affairs, government relations, and public policy. He joined Medica in 2020 with 20 years of experience as an attorney, most recently as General Counsel and Secretary at Scott & White Health Plan in Texas. Prior to that, he served in various legal capacities, including as Assistant Attorney General for the State of Texas, as an associate at Wienner & Gould P.C., and as a law clerk in the U.S. Tax Court in Washington, D.C., and the U.S. District Court in Detroit.

Ellenbogen serves as a member of the national Governing Council of the American Bar Association Health Law Section. He previously served as Chair of the Fraud and Compliance Interest Group and as Vice Chair of the American Bar Association Health Law Section’s Managed Care and Insurance Interest Group.

Ellenbogen earned a J.D. from the Washington University in St. Louis School of Law.
