John Norway

John Norway has extensive experience in contracting and procurement, currently serving as Chief of Contracting for the North Dakota Army National Guard since October 2019, with a directorate position at the United States Property and Fiscal Office set to begin in May 2024. Previously, John has held various roles including Contract Specialist at Metrics LLC, where support was provided to the Veterans Health Administration, and as a Contracting Officer for the Department of Energy's Environmental Management program. Other notable positions include Deputy Associate Director at the US Army Corps of Engineers, Contracting Officer at FEMA, and Director of Business Operations at Air Force Space Command. John holds dual Master’s Degrees in Public Administration and International Relations from Syracuse University, a Bachelor's degree in International Relations from the University of California, Davis, and an Associate of Arts degree from Diablo Valley College.
