Bryan Payne

Bryan Payne, PE, Esq. serves as the Deputy Executive Officer for Alternative Project Delivery Procurement at Los Angeles Metro since August 2023. With extensive experience in construction claims and project management, Bryan held key roles including Principal Claims Analyst at Arcadis, where responsibilities included conducting claims analysis for significant rail projects, and Senior Engineering Manager at WSP USA for the California High Speed Rail Program. Previously, as Associate Vice President at AECOM, Bryan directed contract administration for the Los Angeles Community College District BuildLACCD Program, focusing on regulatory compliance and procurement efficiency. Other notable positions include Assistant Director of Contracts and Capital Program Management at Metrolink, regional claims manager at Carter & Burgess, and project manager/in-house counsel at The JCM Group. Bryan holds a Juris Doctor degree from Loyola Law School and dual bachelor’s degrees in Civil Engineering and International Relations from the University of Southern California.
