Norman L. Balmer

Mr. Balmer is the former Chief Patent Counsel of Union Carbide Corporation and the former CEO and President of BEST Energies, Inc., a bioenergy technology development and licensing company. Prior to joining Union Carbide, he was a Project Director for Patent Policy for the United States Congress, Office of Technology Assessment. He has served as President of the Intellectual Properties Owners Association (IPOA) and on the board of directors of the American Intellectual Property Law Association (AIPLA). He also taught patent law and intellectual property transactions at Washington & Lee School of Law. Mr. Balmer received his J.D. with Honors from George Washington University and a B.S. in Chemical Engineering from Pennsylvania State University.
