Huifen Bai

Deputy Director (strategic Planning) at Agency for Integrated Care (Singapore)

Huifen Bai has extensive work experience in various roles within the public service sector in Singapore. Huifen started their career in 2007 as a Senior Regulatory Specialist at the Health Sciences Authority, where they worked until 2012. During their time there, they also served as the Chair of Workgroup 1 of the Asian Harmonisation Working Party Technical Committee and was a member of the Ministry of Health's Workgroup on the Evaluation & Financing of Screening and Treatment Modalities.

In 2013, Huifen joined the Public Service Division, Prime Minister's Office, Singapore as a Senior Strategist in the Strategic Policy Office/Centre for Strategic Futures. In this role, they were responsible for developing anticipatory capabilities across the Public Service and shaping Whole-of-Government policy. Huifen'sduties included scenario planning, interacting with global thought leaders, facilitating strategic planning, and building futures methodologies capabilities within ministries. Huifen held this position until 2015.

Since 2015, Huifen has been working at the Agency for Integrated Care (Singapore), starting as a Senior Manager and later progressing to Assistant Director (Quality & Productivity), Senior Assistant Director (Strategy), and currently Deputy Director (Strategic Planning) as of July 2022.

Huifen Bai's work experience demonstrates their expertise in strategic planning, policy development, and regulatory affairs within the healthcare and public service sectors.

Huifen Bai completed their education at the National University of Singapore, obtaining a Bachelor of Engineering (B.Eng.) degree in Civil Engineering in 2005 and a Master of Engineering (M.Eng.) degree in Nanoengineering in 2007. Prior to university, they attended Hwa Chong Junior College in 1999 and 2000.
