Raquel Favela has extensive experience in economic development and housing finance. Raquel worked at the National Development Council from 2007 to 2017, where they provided technical assistance to public entities and taught professional certification courses in housing development finance and economic development finance. In 2017, they joined the City of Dallas as the Chief of Economic Development & Neighborhood Services. During their time there, they developed strategies to promote economic development and improve neighborhood services. In 2018, Raquel returned to the National Development Council as the Executive Managing Director, overseeing training, technical advisory teams, and multicultural investments services. Raquel has been instrumental in delivering customized training to build diverse real estate developers and entrepreneurs in community development.

Raquel Favela pursued their higher education from 1991 to 2004 at The University of Texas at San Antonio, where they obtained a Bachelor of Arts degree in Political Science / Public Administration. In terms of additional certifications, they earned the Economic Development Finance Professional Certification from the National Development Council in June 2007. Additionally, they obtained the Housing Development Finance Professional Certification from the same institution in May 2006.
