David Maxwell

Digital Skills Instructor & Administrative Support Technician at National Digital Equity Center

David Maxwell is an Administrative Support Technician with the NDEC, where he focuses on client intake and class instruction.

David’s wealth of knowledge and experience comes from more than four decades with the State of Maine, in capacities spanning from environmental regulation to telecommunications, specifically with the ConnectME Authority and the Office of Information Technology.

At the ConnectME Authority, the agency charged with facilitation and expansion of broadband in Maine, he oversaw the statewide broadband capacity building project; the collection, analysis, and mapping of statewide broadband data; and worked with numerous communities exploring broadband and options available to them.

At the Maine Office of Information Technology, he served as the director for the state’s FirstNet project, a national initiative created to build and operate a broadband network dedicated for use by first responders and public safety personnel.

Mr. Maxwell holds a Bachelor of Science degree in Business Administration from the University of Maine.
