Horatio Blackman, PhD, has a diverse and extensive work experience in the field of education. Their most recent role is as the Vice President of Education Policy, Advocacy, & Engagement at the National Urban League, where they oversee a multi-million dollar portfolio and focuses on building equity-focused and culturally relevant strategies. Prior to this, Dr. Blackman worked as a Research Associate III at the Center for Research in Education and Social Policy, where they studied the intersections between research and practice in education. Horatio also served as a Graduate Research Associate at Shared Solutions - University of Pennsylvania and as a Graduate Research Assistant at Operation Public Education, where they conducted data analysis and evaluated school reform initiatives. Additionally, Dr. Blackman worked as a Graduate Research Associate at the Consortium for Policy Research in Education, where they evaluated the implementation of literacy intervention programs. Horatio Blackman, PhD, has an extensive education history. Horatio attended Cornell University from 2005 to 2009, where they obtained a Bachelor's Degree in Policy Analysis and Management. During their time at Cornell, they also earned a Bachelor of Science degree in the same field. Afterward, from 2010 to 2012, Horatio pursued a Master of Arts degree in Educational Theory and Policy at Penn State University. Finally, they completed their education with a Doctor of Philosophy (Ph.D.) in Education Policy from the University of Pennsylvania, where they studied from 2012 to 2016.
