Mark Carter is an experienced attorney specializing in indigenous and racial justice. Currently serving as an attorney at the Native American Rights Fund since September 2022, Mark previously held positions at the ACLU as a senior attorney and attorney focusing on the Racial Justice Program and Indigenous Justice from December 2018 to August 2022. Mark also worked as Assistant General Counsel for the Gila River Indian Community and ran an independent legal practice from November 2015 to February 2018. Prior experience includes roles at the U.S. Department of Justice in the Office of Tribal Justice and as a legal fellow with the National Congress of American Indians. Mark holds a Juris Doctor from Cornell Law School and a Bachelor's degree in Philosophy and English from Texas Tech University, along with additional studies at Central European University and the University of Paris I: Panthéon-Sorbonne.
