David Adlam

David Adlam is a retired Highway Development Control Manager with extensive experience in highway management and development. After serving in various roles at Neath Port Talbot County Borough Council from March 1997, including Senior Highway Development Control Officer, David provided critical advice on planning applications affecting the highway network and managed the adoption of development roads under various legal provisions. Prior experience includes positions at West Glamorgan County Council and British Steel Corporation, where responsibilities ranged from engineering technician duties to general maintenance. David holds a Master of Science in Construction Project Management from the University of South Wales and higher qualifications in Civil Engineering from Swansea Institute and Neath College.
