Lisa Tilney is an experienced legal professional and programme officer currently working for the Netherlands Helsinki Committee since March 2024. Prior roles include serving as an expert and assistant legal analyst for election observation missions at the OSCE Office for Democratic Institutions and Human Rights from 2020 to 2024, and as a legal advisor/consultant at Volantic Systems from 2019 to 2024. Previous significant positions include program director at the American Bar Association Rule of Law Initiative, where management and development of global civil society initiatives were key responsibilities, and head of rule of law at the OSCE Mission to Skopje, directing legal reform and anti-corruption programs. Academic qualifications include an Advanced Master of Laws (LLM) in Public International Law from Leiden University, a Juris Doctor from The George Washington University Law School, and a Bachelor’s Degree in Linguistics and Philosophy from the University of Pennsylvania.
