David Leam

Chief of Staff at Network Rail

David Leam is the Group Communications Director at Network Rail. David has been with the company since September 2010, and in their current role, they are responsible for London First’s output and engagement on transport and infrastructure policy.

During their time with London First, David has been instrumental in expanding the company’s membership base, both through retention of existing members and recruitment of new ones. In 2019 alone, they were responsible for £1.25 million of membership income from 52 members, 12 of which were partner members.

In addition to their work with London First, David is also a regular commentator on transport and infrastructure policy in national, regional and trade media. David has appeared on the FT, Times, Economist, Evening Standard, BBC and Sky.

Under David’s leadership, London First has become the premier business voice on transport and infrastructure in the capital. David has led cross-cutting project teams and advised the Executive on key issues affecting the city. Some of their most notable achievements include leading the campaign for Crossrail 2, securing government agreement to proceed with airports expansion, and establishing the London Infrastructure Summit as the main forum for public discussion on infrastructure issues in the capital.

As a member of the Extended Leadership Team at London First, David has also been a champion for diversity, leading initiatives to improve diversity on speaker panels and at events. As a result of their efforts, London First has signed up to and championed the Speaker Diversity Pledge,

David Leam holds a Bachelor of Arts from the University of Bristol in English & Philosophy.
