Carmen Jirau-Rivera

Chief Program Officer at The New York Foundling

A long-time Foundling employee dedicated to improving the lives of vulnerable children and families, Carmen has provided administrative oversight to The Foundling’s wide array of programs since 1995.

Carmen began her tenure at The Foundling in 1975 as a caseworker supporting children in foster care. Carmen was soon promoted to Unit Supervisor, then Regional Director and eventually became The Foundling’s lead program executive providing oversight to a staff of over 1,500 employees.

Carmen’s long standing relationships with child welfare agencies across New York City, including the Administration for Children’s Services, has made her an invaluable asset to The Foundling, advancing the agency’s connection with the larger New York City community. Carmen is a longtime Bronx resident, having resided there since she was a young child. She has her Master’s degree in Social Work from Fordham University.
