Leigh M. Chapman

Leigh M. Chapman currently serves as the Division Director for the Pro-Democracy Alliance and Structural Reform at Open Society Foundations since March 2023. Previously, Leigh acted as the Secretary of State for the Commonwealth of Pennsylvania from January 2022 to January 2023. Prior roles include Executive Director of Deliver My Vote, Senior Director of the Voting Rights Program at The Leadership Conference on Civil and Human Rights, and Senior Policy Advisor at Let America Vote. Leigh also held positions as Policy Director for the Commonwealth of Pennsylvania and Staff Attorney at Advancement Project, contributing to voter protection initiatives. Early career experience includes roles as an Associate at Dewey & LeBoeuf LLP and a Summer Associate at the same firm. Leigh completed a Juris Doctorate at Howard University School of Law and earned a Bachelor’s degree in American Studies and History from the University of Virginia.
