Luis is the head of the Energy and Utilities team of Osborne Clarke in Spain.

As a public and administrative lawyer, he has advised on transactions related to regulated sectors such as Energy, Telecoms, Rail, Healthcare, Environment, Waste and Water. His focus is on the field of energy projects and infrastructure, where he has advised on the acquisition and financing of a large number of projects and partnerships, especially on regulatory issues.

He has also worked in the areas of public law relating to public procurement (works and services) and expropriations, and advised on regulatory and competition issues in regulated sectors.

Additionally, Luis has led the legal defence in court and administrative proceedings relating to renewable energy projects, representing major national and international companies. He is a regular speaker at business forums, conferences and seminars on matters related to public law, and has been an Associate Professor of Administrative Law. He is the author of several articles about electricity regulation, especially on grid connection conflicts.

In 1991 Luis graduated in Law from Valladolid University and attended the Ph.D. programme Trans-European Networks (1994-96). He is a member of the Valladolid Bar Association.
