Samantha Lees

Samantha Lees currently serves as the Interim Talent and Deputy Resourcing Manager at Oxfordshire County Council since September 2024, with prior experience as the Interim Resourcing Strategic Project Lead at the same organization from August 2023 to May 2024. Samantha previously worked as a Resourcing and Talent Consultant at Network Rail from November 2022 to May 2023, and held the position of Head of People at Oxford City Council from March 2021 to January 2022. Additionally, Samantha has extensive experience at Network Rail from June 2014 to March 2021, where the role of Head of HR (Resourcing) involved leading a team focused on the resourcing strategy for Infrastructure Projects. Before this, Samantha was the Deputy Director of People and Development at The Hillingdon Hospitals NHS Foundation Trust, overseeing the implementation of the People Strategy and managing several HR services and teams. Educationally, Samantha holds a Post Graduate Diploma in CIPD/HR Management from De Montfort University and a BA Honours in European Studies from the University of Plymouth.
