Topaz Mukulu currently works at The Patrick J. McGovern Foundation in AI/ML & Data Strategy, contributing to initiatives across Climate Tech, Digital Health, AI Literacy, AI and Society, and Data for Public Good. Previously, Topaz served as a Consultant for the World Bank's Broadband Connectivity Business Line, focusing on telecommunications market effectiveness and broadband access. Other roles include Strategy Consultant for Project Last Mile at the Global Environment & Technology Foundation, Program Management Consultant at IOM - UN Migration, and various positions at the Center for Strategic and International Studies, The Brookings Institution, Center for International Policy, NEO Philanthropy, and RefugePoint. Topaz holds a Master of Science in Development Economics and International Development from Georgetown University and a Bachelor of Science in Economics from Mount Holyoke College. Additional studies were completed at Maastricht University in European Economics and Political Science.
