Chris Hemsley

Managing Director at Payment Systems Regulator

Chris Hemsley has a diverse and extensive work experience in key leadership and management roles. Chris started their career at Ernst & Young as an Associate and worked there from 1998 to 2001. From 2002 to 2005, they joined Ofgem, where they served as the Head of Wholesale Market Analysis & Security of Supply. Chris later moved on to the Civil Aviation Authority, first as the Head of Competition Economics from 2005 to 2010, and then as the Director of Consumers and Markets from 2010 to 2012. In 2012, they joined the Department of Energy and Climate Change as the Head of Energy Market Design, serving until 2014. From 2014 to 2018, they worked at ORR - Office of Rail and Road as the Deputy Director & Chief Economist. Currently, they hold multiple positions at Payment Systems Regulator, including Managing Director, Co-Managing Director, and Head of Policy and Strategy, starting in 2018.

Chris Hemsley obtained a Bachelor's degree in Economics from the University of Cambridge from 1995 to 1998. Chris later pursued a Master's degree in Economics, earning a first class distinction from Birkbeck, University of London, from 2002 to 2003. In 2009, they attended Henley Business School without earning a specific degree or field of study.
