Pioneering Evolution, LLC is seeking an experienced Contract Analyst to provide support to a Program Office. The candidate will support the development of DoD Acquisition Documentation and Contracts for large and small DoD Programs. In this position, the candidate will assist DoD Program/Project Managers in developing and executing contracting strategies. Specifically, this will include developing Acquisition Plans and Request for Proposal (RFP) Packages (Statements of Work, CLIN Structures, CDRL From 1423s, conduct market research, etc.). The candidate will also assist Contracting Officer's Representatives (COR) manage and execute contracts to ensure compliance with DoD policies and procedures, monitor CDRL submissions, develop contract modifications, etc. The candidate must work well in a team environment, be comfortable working with and briefing senior-level management.

Basic Qualifications:

  • Active Secret Clearance
  • 7+ years’ experience supporting DoD acquisition and contracting activities
  • Working knowledge and experience researching FAR, DFARS, NMCARS, and DoD 5000 series regulations and laws, executive orders, statutes, policies, and guidance of acquisition planning and execution
  • Working knowledge of contract types (FFP, CPFF, CPIF, IDIQ, BPAs, etc.) and acquisition strategies (Sole source, full & open, etc.)
  • Experience drafting Acquisition documentation, to include, but not limited to, J&A, AS, AP, SOW, MOPAS, IGCE, and CDRLs.
  • Experience advising senior-level program office staff and coordinating with warfare center technical team. Ability to work effectively with Contracting Officers, Contracting Specialists, Program Managers, and technical SMEs.
  • Experience developing CLIN structures, converting technical requirements into executable and logical frameworks and statements of work
  • Experience leading, planning, and creating justification documentation for approval of major and complex DoD procurements
  • Experience analyzing requirements documents and developing work statements
  • Ability to manage and adapt to changing priorities
  • Possession of excellent customer responsiveness, adaptability, and flexibility skills
  • Program/Project Management Experience

Preferred Qualifications:

  • Direct NAVWAR or NAVSEA Program Office experience
  • IMS updating and tracking experience at the Program level
  • Support the planning, monitoring, and execution of multiple contracts under various ACAT designations
  • Experience with contract proposal writing and evaluating contract proposals
  • Experience using SPS or PD2 Contract Software
