Norman Foster began their work experience as the Interim CFO at the Minnesota Department of Transportation in 2009, before moving on to become the Director of Finance/CFO for the City of New Orleans in 2010. After serving in that position for seven years, they then took on the role of Director of the Office of Management and Budget for the Broward County Government in 2017, where they currently remain.

Norman Foster completed their Bachelor of Arts degree in Engineering, Economics, and Management at the University of Oxford from 1980 to 1985. Norman then pursued further education at Harvard University's Kennedy School of Government, where they obtained a Master in Public Policy with a focus on Transportation, from 1986 to 1988.
