Leon Proper

Leon Proper has extensive experience in the construction and project management sectors, holding the position of General Manager at Project Consulting Services since 1998, where participation in various pipeline projects and management of service line aspects have been central responsibilities. Prior to this role, Leon Proper served as General Manager of the Marine Division at McDermott, Inc. from 1978 to 1998, overseeing marine construction services across the Americas and managing overall financial performance, safety, project management, and operational functions. Notable prior positions at McDermott include Division Manager of the Fabrication Division and Proposals Manager, as well as various roles that contributed to comprehensive marine construction planning and execution.
