David DeGuire has over 20 years of experience in the investment industry. David currently serves as the Portfolio Manager (Lead) at the Public Employee's Retirement System of Mississippi, where they manage external investment teams and monitors their performance in relation to the long-term investment objectives of the Defined Benefit Plan. David is also responsible for the short-term Cash Management of the plan.
Prior to joining PERS of Mississippi, David worked at Markets360 as the Head of Global Macro Research. In this role, they conducted macro and thematic research, identifying trends globally, and provided insights to Portfolio Managers and Registered Investment Advisors.
Earlier in their career, David held roles at Security Ballew Inc, including Chief Investment Strategist and Investment Manager. David provided thought leadership on portfolio allocation for institutional and high net worth clients, conducted original research, and managed investment activity. David also successfully eliminated US housing-related investment exposure from portfolios prior to the 2008 correction in real estate.
Throughout their career, David has demonstrated a strong understanding of the macroeconomic environment and financial markets, and they have consistently contributed to achieving investment objectives while mitigating risks and reducing costs.
David DeGuire has a BBA in Banking and Finance and a second BBA in Managerial Finance from the University of Mississippi. David also holds additional certifications including FINRA - Series 7 - General Securities Representative Examination and FINRA - Series 66 - Uniform Combined State Law Examination obtained in 2009 and 2007 respectively. Additionally, they obtained a Direct Endorsement Mortgage Underwriter certification from the U.S. Department of Housing and Urban Development in December 1998.

Public Employee's Retirement System of Mississippi
The Public Employees' Retirement System (PERS) of Mississippi, a governmental defined benefit pension plan qualified under Section 401(a) of the Internal Revenue Code, is the retirement system for nearly all non-federal public employees in the state. From the Gulf of Mexico to the Tennessee border, from the Alabama line to the Mississippi River, PERS serves employees of the state, public school districts, municipalities, counties, community colleges, state universities and such other public entities as libraries and water districts. Membership in PERS is a benefit accorded to eligible public employees of member agencies, and is financed by contributions made by the employees and their employers and the earnings on these contributions. PERS was established by the Mississippi Legislature in 1952 to provide benefits to retirees, as well as future benefits to current and former public employees. In addition to regular service retirement benefits available to vested members at age 60 and to members with 25 years of service credit at any age, PERS provides disability and survivor protection. Additional programs administered by PERS for the benefit of its members and the state include the Supplemental Legislative Retirement Plan (SLRP), the Mississippi Highway Safety Patrol Retirement System (MHSPRS), the Institutions of Higher Learning Optional Retirement Plan (ORP), Fire and Police Disability and Relief Funds and General Municipal Retirement Systems (MUNI) for employees of 17 cities, the Mississippi Government Employees' Deferred Compensation Plan, and the PERS Retiree Insurance Program.
