The purpose of this consultancy is to ensure that Refugees International staff are working in an environment consistent with accepted safety and security standards.   Assuring they do so requires the development of security protocols, individual travel plans and mitigation measures, and mainstreaming the individual and collective sense of security and safety awareness and responsibility, particularly in medium to high-risk security environments.  The consultant will advise the RI Security Management Team on security challenges, propose risk reduction measures in medium to high-risk security field environments, and develop security protocols and operating procedures according to changing situations.

Responsibilities and Tasks

Environment analysis

  • Analyze the parameters of field environments by assessing the nature of the threats and vulnerabilities in relation to staff travel.
  • Collect the necessary data and information and help develop a comprehensive risk assessment in medium to high-risk travel and research destinations.
  • Consult with RI staff on travel planning to ensure that plans reflect identified risks, and support them in establishing specific risk mitigation measures when appropriate.

Security management

  • Contribute to developing a safety and security culture by addressing and helping staff to address safety and security related issues and concerns.
  • Ensure that security planning becomes an integral part of RI’s work and institutional policy development and is integrated into the development of field travel and research.
  • Perform security risk assessments or evaluation of field travel in medium to high-risk environments and regularly review safety and security procedures.
  • Review and update organizational safety and security management plans and safety and security protocols.
  • Update plans related to training in safety and security and for ensuring that staff have the necessary equipment and are trained accordingly.
  • Update crisis management plans and protocols, including contingency plans for incident management. Such incidents should include accidents, ambush, car hijacking, severe injuries and serious illness, kidnapping, evacuations, and death of an employee.
  • Train management and other senior staff on contingency measures and ensure they know how to react. Develop and run scenarios/ exercises for staff.

Selection Criteria and Core Competencies

  • Ability to work independently and as a team player.
  • Familiarity with humanitarian crisis environments and the particular security risks of crisis settings; familiarity with humanitarian safety and security practices.
  • Well-developed written and oral communication skills. Able to communicate clearly and sensitively.
  • Works with trustworthiness and integrity and has a clear commitment to RI’s core values and humanitarian principles.
  • Ability to operate effectively under stressful circumstances and in a flexible, adaptable and resilient manner.
  • Demonstrates awareness and sensitivity to gender and diversity.
  • Experience in developing security related technical tools guidelines and systems.
  • Experience in professional security related fields.
  • Strong security assessment and planning skills.

CONSULTANT PAY RANGE between $40,000 and $50,000 depending on background and experience.
