Felix Caraballo, Ph.D., serves as the Principal Human Resources Analyst at the City and County of San Francisco's Human Services Agency since November 2017, specializing in Diversity, Equity, Inclusion, and Belonging. With a robust background in human resources and organizational psychology, Felix has developed and implemented a competency model that enhances HR functions and identifies competencies across job classifications through extensive analyses. Previous roles include Senior Human Resources Analyst and Human Resources Analyst at the San Francisco Public Utilities Commission, along with consulting positions at various organizations and academia, including a significant tenure as an Assistant Professor at Alliant International University. Felix holds a Ph.D. in Organizational Psychology from Alliant International University, an MA in Industrial and Organizational Psychology from Golden Gate University, and a BA in Psychology/Statistics from California State University - East Bay.
