Guadalupe (Lupita) Gutierrez is an experienced Assistant Regional Planner at the San Joaquin Council of Governments since July 2023. Previously, Lupita served as a Graduate Student Researcher at the UCLA Labor Center, focusing on the evaluation of initiatives under the California Workforce Development Board. An internship at the California Strategic Growth Council allowed Lupita to provide recommendations for the Transformative Climate Communities program. As a Job Development & Training Technician with the Merced County Office of Education, comprehensive guidance was provided to youth in a workforce development program. Additionally, Lupita instructed adults at the Learning Quest Stanislaus Literacy Center, earning recognition as Instructor of the Quarter. Educational accomplishments include a Master's degree in Public Policy from the UCLA Luskin School of Public Affairs and a Bachelor's degree in Environmental Economics and Policy from the University of California, Berkeley.
