Samir Sakka is an Associate Director and brings more than 12 years of experience in the construction and engineering sector with more than 6 years of experience in construction-related disputes. His primary expertise is delay analysis and he has assisted clients on a wide variety of construction and engineering projects in the building, energy, infrastructure, and oil & gas sectors in the Middle East, Africa, North America and Asia.

Mr. Sakka is conversant with the various techniques of forensic delay analysis. He also has solid experience in leading delay analysis on complex projects and the production of detailed and explicit delay reports. He can promptly evaluate the likely impact and causes of delay. He reports are detailed, straightforward, emphasizes on the facts and the contemporary evidence, and are represented with relevant simple illustrative charts.

Prior to joining Secretariat, Mr. Sakka worked with a global construction claims consultancy as a senior consultant on some of the major claims in the middle east region. Before that, he spent 6 years with reputable and high-profile main contractors as a planner and progressing to Head of Planning Department for one of the biggest contractors in the Middle East.

Mr. Sakka holds a Bachelor’s degree in Civil Engineering from the American University in Dubai. He is a Chartered Construction Manager, Member of the Chartered Institute of Arbitrators, certified Planning and Scheduling Professional, certified Risk Management Professional and qualified with the Legal Experience Training Advanced Professional Award in Expert Witness Evidence (LETAPAEWE).
