William Patton

Mr. Patton is an Associate Director at Secretariat. He specializes in providing schedule / delay analyses and consultation on construction projects and has principally been appointed by clients or counsel involved in large capital projects. He has worked with US and international owners, developers, engineers, contractors, and stakeholders to consult on matters related to project management, project controls, construction scheduling and programming, contract disputes and claims. Owner and contractor clients engage Mr. Patton to analyze, prepare and/or refute delay and disruption claims; prepare and maintain realistic, legitimate CPM project programmes; and evaluate the validity of contractors’ programmes. Mr. Patton has been appointed as an independent expert on matters of programming and project delay on construction disputes in arbitration, litigation, mediation and formal contract negotiations and has testimony experience. Mr. Patton focusses on project controls and project management. He has extensive expertise in critical path method (CPM) programming, concentrating on programme analysis of claims and disputes arising from project delays. His experience includes the preparation and review of schedule and damage analyses relating to matters of delay, disruption, productivity, time impacts, acceleration, and other project management and dispute issues. Mr. Patton has provided these services on a wide range of projects including airports, ­­­­­­­­­ petrochemical facilities, infrastructure / highway, water & wastewater treatment, hospitals, and commercial/mixed use high-rise developments.

Prior to working in the consulting field, Mr. Patton’s background and experience was in electrical and mechanical construction contracting. He held project management responsibilities for the construction of various public and private projects in the US. Mr. Patton received the degree Bachelor of Building Construction with Honors from the University of Florida.
