Elsa Williams is an experienced professional in water operations and environmental management, currently serving as the Utilities Operations Division Manager for Seminole County Government since June 2018. Williams previously held the positions of Water Operations Manager and Interim Water Operations Manager within the Seminole County Environmental Services - Water Department. Prior experience includes roles as Chief Compliance Operator and Compliance Operator at Seminole County Government, and Lead Water Treatment Plant Operator at Utilities Inc. of Florida and Utilities, Inc. Elsa Williams holds a Bachelor's degree in Environmental Management & Natural Resources from the University of Florida and a Bachelor's degree in Civil Engineering from Cebu Institute of Technology.
