Deputy Contract Director AASC at Serco

Luke Collier CMgr MCMI has a diverse work experience, starting in 2013 as a Facilities Maintenance Operative at Serco. Luke then progressed to become an Area Maintenance Manager and eventually served as the Head of Facilities Management. In this role, Luke was responsible for delivering soft and hard facility management services while leading a team of over 100 staff and managing a turnover of around £5M. Luke's career at Serco continued with their appointment as the Head of Field Operations for the Accommodation and Asylum Support Contract (AASC), where they oversaw the delivery of field operations and managed maintenance suppliers and subcontractors across the Northwest, Scotland, and Northern Ireland. Luke later became the Operations Director for AASC in the North West region, taking overall responsibility for contract operations and ensuring the efficient delivery of accommodation and support services. Currently, Luke holds the position of Deputy Contract Director for AASC, where they are accountable for the financial and safe operational performance of the Home Office contract in the North West, Midlands, and East of England, with a contract value of approximately £2.6 billion over ten years. Their responsibilities include maintaining and repairing the property portfolio, delivering an efficient accommodation and welfare service, and meeting contractual KPIs, reporting, and customer experience requirements. Prior to their time at Serco, Luke worked as a Civil Engineer at Alcris Construction from 2010 to 2012.

Luke Collier CMgr MCMI has a comprehensive education history in various fields. In 2010, they obtained a National Diploma in Civil Engineering from Wigan & Leigh College and University Centre. Luke furthered their education by acquiring a Level 3 certificate in Facilities Planning and Management from the British Institute of Facilities Management (BIFM) in 2016. Following that, they pursued a Level 4 Diploma in Facilities Planning and Management from BIFM between 2015 and 2016. In 2018, Luke enrolled in the Chartered Management Institute and completed a Level 5 Diploma in Operations and Departmental Management. Additionally, in 2018, they attained an IOSH Managing Safely certification. In 2019, they acquired an APM Project Fundamentals certification from the Association for Project Management. The same year, Luke obtained an ILM Level 3 Facilities Management certification from ILM. In 2021, they earned an NG1 Management of Health and Safety certification from NEBOSH. Moreover, Luke is currently pursuing a contract management program at Saïd Business School, University of Oxford. Luke also has additional certifications in Tactical Emergency Management, NG2 Risk Assessment, Legionella Awareness, BETEC National Diploma in Civil Engineering, and Mental Health Awareness.
