Mr. Venable is Vice President Commercial Sales, leading all Enterprise and small business sales and sales operations activities for [Shentel](/org/shentel). He joined [Shentel](/org/shentel) in April 2015. He was promoted to Vice President in June 2019. His previous position was Director of Fiber Sales, responsible for all Enterprise sales and operations. Prior to joining [Shentel](/org/shentel), Mr. Venable served as Vice President of Business Development at Cartesian and Director of Wholesale Sales at [Verizon](/org/verizon-communications).  Mr. Venable holds a BBA from [James Madison University](/org/james-madison-university). Additionally, he served as Board Member and Treasurer for the Shenandoah County Chamber of Commerce from 2017-2020.

Mr. McKay is Executive Vice President and Chief Operation Officer for [Shentel](/org/shentel). Prior to his current role, Ed has worked tirelessly for [Shentel](/org/shentel) for the last seventeen years, most recently as Senior Vice President of Engineering & Operations. During this time, he has played a key role in the growth and success of our wireless affiliate business, overseen the expansion of our fiber-rich network supporting the Company’s cable and wireline business, and importantly has been responsible for delivering on [Shentel](/org/shentel)’s broadband growth strategy for cable, Glo Fiber and Beam Fixed Wireless. Ed is responsible for the leadership of our entire integrated broadband business and tower portfolios, and is well suited to successfully lead the organization as we deliver on our high-growth strategic roadmap. Prior to Mr. McKay's promotion to Senior Vice President of Engineering & Operations in September 2015, he held the title of Vice President - Wireline and Engineering, with responsibility for network planning, engineering, construction and operations for [Shentel](/org/shentel)'s networks. Mr. McKay joined [Shentel](/org/shentel) in 2004, and began his telecommunications industry career in 1996, including previous engineering management positions at UUNET and [Verizon](/org/verizon-communications). He is a graduate of the [University of Virginia](/org/university-of-virginia), where he earned master’s and bachelor’s degrees in Electrical Engineering. He represents the Company on the Board of ValleyNet.

Mrs. Wagoner is Vice President Customer Service & Technical Support. She is responsible for overseeing [Shentel](/org/shentel)’s Customer Care and Tech Support functions. Julie is a well-tenured veteran of the telecommunications industry, serving over 15 years at nTelos before joining the [Shentel](/org/shentel) team in 2016 as part of the nTelos acquisition. Prior to becoming Vice President in 2021, Julie held the position of Director Customer Service at [Shentel](/org/shentel). Julie and her team’s efforts have been key contributors to [Shentel](/org/shentel)’s increased favorable NPS scores and growing revenue. She received her Bachelor of Science in Leadership & Organizational Management from [Eastern Mennonite University](/org/eastern-mennonite-university).

Mr. Romps is Vice President and Chief Accounting Officer for [Shentel](/org/shentel). He is responsible for all accounting, financial reporting, internal controls, SEC, Sarbanes-Oxley and income tax compliance. Dennis joined the company in July 2021 and has 30 years of progressive accounting and finance experience including six years as Chief Accounting Officer of [Continental Building Products](/org/continental-building-products), a publicly-traded building materials company, eight years with [AT&T](/org/att) (formerly SBC Communications and Ameritech) and four years with Ernst & Young. Dennis is a certified public accountant and earned a B.A. in Accounting from [Michigan State University](/org/michigan-state-university) and MBA from the Kellogg Graduate School of Management at [Northwestern University](/org/northwestern-university).

Leigh Ann Schultz is an Independent Director at [Shentel](/org/shentel). Leigh has over 20 years of experience in finance and accounting, and has served in leadership roles at various companies.

Leigh started their career as a CPA at Arthur Andersen LLP. Leigh then worked as the CFO of [Streetsense](/org/streetsense) from May 2017 to February 2021. During their time at [Streetsense](/org/streetsense), they were a key member of the senior leadership team and led all finance, accounting, tax, treasury, and FP&A functions. Leigh also oversaw HR, IT, legal, contracts, risk, and office administration functions. In addition, they managed working capital and cash forecasting.

Additionally, they have certification from the AIRA-Association of Insolvency & Restructuring Advisors as a Certified Insolvency and Restructuring Advisor (CIRA) - inactive. Finally, Leigh Ann Schultz is also a Certified Public Accountant from the Texas State Board of Public Accountancy.

Harris Duncan is the current VP of Engineering & Construction at [Shentel](/org/shentel). Harris has also previously served as the Director-Network Engineering at Lumos Networks from December 2010 to April 2013, and Sr. Manager-Network Engineering at NTELOS from March 1998 to November 2010. Prior to that, Harris Duncan served in the United States Navy from July 1989 to March 1998 as Cryptologic Technical Maintenance.

Harris Duncan

Elaine Cheng is the current VP & CIO at [Shentel](/org/shentel). Prior to their current position, they served as the Chief Information Officer (CIO) for [CFA Institute](/org/cfa-institute) from March 2011 to March 2019. In this role, they were responsible for managing all aspects of information technology globally, including re-energizing the IT culture, rebuilding the department, and boosting staff morale. Under their leadership, the department garnered recognition by Computerworld as one of “100 Best Places to Work in IT” for 3 consecutive years.

In addition to their work at [CFA Institute](/org/cfa-institute), Cheng also founded the “relationship management” function to build trust between IT and business. This effort raised internal satisfaction scores 21% in 2 years. Elaine also initiated a digital transformation to cloud-based digital platforms, modernizing business systems enterprise-wide and revolutionizing the customer experience. Cheng migrated the IT organization to an Agile methodology and DevOps, which elevated development cycles from 80% to 95% on-time delivery while significantly lowering cost per feature.

He most recently served as Vice President, Finance and Investor Relations of [Uniti](/org/uniti) Group Inc., a publicly-traded real estate investment trust of telecommunications assets and operating businesses. Prior to joining [Uniti](/org/uniti), he served as CFO of multiple public and private telecommunication companies, including PEG Bandwidth (a fiber to the tower provider), [Hargray Communications](/org/hargray-communications) (a regional rural cable, fiber and telephone company) and UbiquiTel Inc. (a PCS affiliate of Sprint). He previously held senior finance positions with [AT&T](/org/att) and [Comcast](/org/comcast). Mr. Volk holds a Bachelor of Science Degree in Accounting from the [University of Delaware](/org/university-of-delaware) and a Master of Business Administration from [Villanova University](/org/villanova-university).

Mr. Watkins is Vice President Marketing for Shentel. He joined Shentel in September 2022. Prior to joining Shentel, Mark served as Senior Director of Marketing Strategy for the Central Division of Comcast, where he was responsible for strategic insight for pricing and packaging, competitive strategy, acquisition and base management, as well as helping to develop product strategy. Prior to Comcast, Mark was the Director of Marketing for the Southeast region for Cox Communications, where he was directly responsible for product management of digital video, and voice products. Mr. Rieger is General Counsel, Vice President Legal and Corporate Secretary for [Shentel](/org/shentel). He joined [Shentel](/org/shentel) in 2021 and is responsible for all legal and regulatory compliance matters for the Company. He also acts as Corporate Secretary to the Company’s Board of Directors. Mr. Rieger joined [Shentel](/org/shentel) from Sykes Enterprises, Incorporated, one of the world’s largest Business Process Outsourcers, where he most recently served as Vice President of Global Corporate & Operational Compliance. While at Sykes, he built their global compliance management program from the ground up and was an integral member of the business leadership and legal teams. Prior to Skyes, Derek held various leadership legal roles across a number of different businesses and industries. Kenneth L. Quaglio is currently CEO and President of Celerity IT, LLC, a business acceleration consulting group that specializes in developing digital business solutions, including mobile applications, which he joined in 2017. From 2014 through 2017, Mr. Quaglio was CEO and President of Siteworx, LLC, a leading digital marketing consultancy. From 2012 through 2014, Mr. Quaglio served as Chief Operating Officer of 3Pillar Global, Inc., a global software product development company. From 2009 through 2012 he was Partner/Principal, Advisory Services Performance Improvement for Ernst and Young, LLP. Mr. Quaglio brings to the Board additional qualifications, including his experience as a CEO, and his expertise in strategy, planning and execution, leadership and management, new business development, and technology services. Mr. Quaglio also serves as an audit committee financial expert.

Mr. Estep is Vice President Outside Plant Engineering & Construction for [Shentel](/org/shentel). He joined the company in April 2011. He was promoted to Vice President in January 2021. His previous position was Director of Outside Plant Engineering and Construction. He is responsible for all outside plant engineering and construction for all technologies and brands, and across all markets in the [Shentel](/org/shentel) footprint. Prior to joining [Shentel](/org/shentel), Mr. Estep held several engineering and construction positions at [Verizon](/org/verizon-communications), most recently serving as Outside Plant Construction Manager. He holds a Bachelor of Science degree from [Bridgewater College](/org/bridgewater-college).

Matthew B. Estep

Mr. French is President and Chief Executive Officer for [Shentel](/org/shentel). He is responsible for the overall leadership and strategic direction of the Company. He has served as President since 1988, and has been a member and Chairman of the Board of Directors since 1996. Prior to appointment as President, Mr. French held a variety of positions with the Company, including Vice President Network Service and Executive Vice President. Mr. French holds a bachelor’s degree in electrical engineering and an MBA, both from the [University of Virginia](/org/university-of-virginia). He has held board and officer positions in both state and national telecommunication associations, including service as a director of the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO) and was president and director of the Virginia Telecommunications Industry Association. Mr. French is currently a member of the Leadership Committee of the USTelecom Association.

Victor C. Barnes is currently the Chief of Connected Planning for [Anaplan](/org/anaplan), a publicly traded business planning software company. Prior to joining [Anaplan](/org/anaplan) in February 2021, Mr. Barnes served [The Coca-Cola Company](/org/the-coca-cola-company) since 1994, where he first served as an auditor and then held numerous executive financial roles, across multiple business units and countries, last serving as the Global Chief Financial Officer of their McDonald’s Division. Mr. Barnes began his professional business career in 1988 with the public accounting firm of Coopers & Lybrand and also served as an auditor at [The Walt Disney Company](/org/disney).
