Elaine Piper

Elaine Piper has over two decades of experience in the child care and education sectors. Currently serving as the Network Coordinator at Signal Centers, Inc. since 2004, Elaine ensures the representation of family child care and school-age child care within CCR&R initiatives. Previously, Elaine worked with the National Association for Family Child Care from 1999 to 2011, contributing to the development of policies and standards for NAFCC Accreditation. From June 2000 to July 2003, Elaine was the Statewide Coordinator at Tennessee State University, where responsibilities included overseeing nine sites across Tennessee that provided training and educational opportunities for child care providers. Elaine holds a Master of Arts in Education from Concordia University-St. Paul and a Bachelor of Arts in Psychology/Sociology from Western Kentucky University.
