Jim Barrett is an accomplished professional with extensive experience in water management and engineering. Currently serving as General Manager at Coachella Valley Water District since March 2010, Barrett previously held the position of Assistant General Manager at the same organization. In addition to this role, Barrett is a Fellow at the Society of American Military Engineers since November 2004 and has served as a Board Member for both the Metropolitan Water District and the San Diego County Water Authority from December 2006 to March 2010. Prior to these positions, Barrett was the Director of Public Utilities for the City of San Diego from May 2006 to March 2010 and Vice President of Federal Programs at Earth Tech (now AECOM) from August 2004 to May 2006. A retired Captain in the U.S. Navy’s Civil Engineer Corps, Barrett’s educational background includes a Bachelor of Science in Architecture from the University of Virginia, a Master of Science in Civil Engineering from Stanford University, and certificates from the Northwestern University Kellogg School of Management and the U.S. Naval War College.
