Climate Change Program Analyst at Sonoma RCPA

BC Capps is the Climate Change Program Analyst with chief responsibility to manage and implement the Sonoma Climate Mobilization Strategy. Mr. Capps joined the RCPA in January 2021 after working for the County of Sonoma’s Energy and Sustainability Division for the past eight years. While with the County, he managed the Sonoma County Energy Watch local government partnership and its outreach efforts to local businesses and government agencies. BC also led expansion of the Sonoma County Energy Independence Program to allow for the use of property-assessed clean energy financing for wildfire safety and seismic strengthening, and assisted with tracking performance of the County’s fuel cell, solar PV systems, and annual utility budget.

Prior to this, BC served as Climate Adaptation Coordinator for the North Bay Climate Adaptation Initiative with a focus on bringing together natural resource managers, policy makers, and climate scientists to identify local climate impacts and implement positive solutions. He also has extensive experience with open space protection and watershed restoration from his years as a Conservation Associate with the Bay Area Open Space Council and as an active partner with the San Francisco Bay Joint Venture. BC holds a degree in Environmental Science from UC Berkeley, and is a 2011 fellow of the Leadership Institute for Ecology and the Economy.
