Joel Milteer

Joel Milteer, MBA, SPHR, currently serves as the Human Resources Director for South St. Paul Public Schools, a position held since April 2022. Prior experience includes the role of Director of Labor Relations at Osseo Area Schools from June 2018 to June 2022 and Director of Human Resources at Richfield Public Schools, overseeing HR operations for a district with over 4,000 students and 650 staff from August 2015 to June 2018. Additional HR management experience includes Employee Services Manager at Anoka Hennepin Independent School District and Senior Human Resources Generalist at University of Minnesota Physicians. Early in career, Joel Milteer worked as a Training Specialist and Human Resources Manager at Target.
