Combining both academic and pragmatic expertise with excellence, David D'Hooghe covers all matters related to public law in the broadest sense. He focuses mainly on public procurement, a field in which he is highly regarded by clients and peers.
David is known and recognized for his excellent expertise in public procurement, PPPs, public infrastructure, and constitutional law. Throughout his career as a lawyer and thanks to his long-standing academic career, David has built up in-depth knowledge of public procurement law at national and European level. In this area, he offers full assistance from providing legal advice and representation before courts to project management. He also regularly advises on public contracts and governmental liability.
David acts daily as legal advisor to regional and federal governments and on behalf of various government authorities and public and private companies active in diverse sectors such as health care, education, real estate, transport, construction and social housing. In addition, he handles numerous proceedings before the Belgian Constitutional Court, the Council of State and the civil courts. Moreover, he has extensive experience in editing laws and decrees.
David is the author of various publications on his areas of expertise and a regular guest speaker at seminars and conferences. He is a part-time professor at KU Leuven where he lectures administrative law courses such as economic administrative law and legal protection against public authorities. In 2019, he obtained a certificate of completion for the Mediating Disputes programme at Harvard Law School. David is also an approved mediator since 2020.
He holds a Master of Laws (LL.M.) degree from the Northwestern University in Chicago and a doctor’s degree from KU Leuven with a thesis on public procurement and public contracts.
He joined the Brussels office of Stibbe in 1986.
