Penelope Gabor

Penelope Gabor has a diverse work experience in the field of energy management and efficiency. Penelope began their career as a Development Intern at the City of Racine, WI, where they assisted planning staff with various tasks and attended department meetings. Penelope then worked as a Planning and Parks Intern at Ozaukee County, WI, where they completed comprehensive planning documents for multiple towns and cities, as well as identified trees for an Emerald Ash Borer quarantine.

After that, Penelope served as an Assistant Planning & Zoning Administrator at the City of Glendale, WI, where they administered and enforced zoning and sign ordinances, advised applicants and developers, and reviewed and approved zoning applications. Penelope then joined the WECC: Wisconsin Energy Conservation Corporation as an Energy Advocate, where they assisted and educated homeowners on energy efficiency practices, coordinated and tracked homeowners' efforts, and conducted outreach and presentations to encourage participation in energy conservation programs.

Penelope then transitioned to Swell Energy, where they currently hold the position of Senior Program Manager. Prior to this, they worked at Franklin Energy as a Senior Program Manager, overseeing a demand response program for PG&E and managing a team supporting over 70k customers. Penelope also served as a Program Manager, providing oversight for Puget Sound Energy's Home Energy Assessment Program and working closely with various teams, vendors, and community groups. Additionally, they held the role of Field Supervisor, where they hired and supervised field personnel for energy efficiency equipment installations.

Before Franklin Energy, Penelope worked as an Energy Advisor for We Energies, leading the utility's energy efficiency program for business customers and analyzing energy usage to identify conservation opportunities.

Penelope Gabor completed their Bachelor's degree in Architecture from the University of Minnesota in the period from 2003 to 2006. Later, from 2008 to 2011, they pursued two Master's degrees simultaneously at the University of Wisconsin-Milwaukee. The degrees they earned were a Master of Urban Planning and a Master of Public Administration. Their field of study for the Master of Urban Planning was Urban Planning, while for the Master of Public Administration, it was Public Administration.
