Team Rubicon (TR) is seeking a Vice President, Workforce Development & Long Term Recovery. The Vice President, Workforce Development & Long Term Recovery will be an organizational leader for Long Term Recovery capacity building through trade skills credentialing and certification programming, and construction service delivery. This role must balance daily execution, long-term team development, and organizational and programmatic strategy. This position requires a detailed understanding of Workforce Development, Long Term Recovery, and a vision for Team Rubicon’s programming in trade skills development as well as close coordination across all Departments. The Vice President, Workforce Development & Long Term Recovery will provide a clear strategic vision, develop and gain buy-in for cross-departmental strategic initiatives, and help execute Team Rubicon’s work in the workforce & long term recovery space.

This position currently reports to TR's Chief Executive Officer (CEO) who is based out of Los Angeles, CA but the position can be remote within the US.

Success is contingent on the belief that veterans can be uniquely suited to support disaster relief and that the pre- and post-disaster construction industry needs disruption and will benefit from additional capacity and resourcing. 

Duties: 

Vision & Strategy

  • Maximize impact on delivery of Team Rubicon's services.
  • Innovate disaster recovery, constantly seeking ways to improve operational support.
  • Evangelize within and outside the organization Rebuild and Trades Academy current and future impact on community resilience and adaptability.
  • Build influence and rapport with strategic governmental and non-governmental partners.
  • Develop relationships and synergy with other partners in the long term recovery space with potential to expand into mitigation and climate adaptation opportunities.
  • Represent Team Rubicon and long term recovery programs in outward facing functions to include donor relations and development, trades related relations and speaking functions, and external engagements with government and non-governmental organizations.
  • Shape and mature a program build that has dedicated multi-year funding.
  • Maximize the effectiveness of every dollar invested to get families back into safe, stable, more resilient homes.

Program Development & Execution

  • Oversee execution of the annual budget for long term recovery operations.
  • Assume responsibility to support continued execution of post-disaster construction through staff and contract partners models.
  • Design, own, and oversee programmatic strategy and execution of Rebuild and Trade skills development services to include curriculum design and learning model builds.
  • Lead Team Rubicon’s investment in skilled trades development, the Trades Academy, to offer transitioning military veterans and others a route into the trades, focused on post-disaster construction.
  • Lead development of Trades Academy budget and development plan.

Experience and Background: 

  • 10 –15 years of relevant professional experience in the military, construction, or trades management/skills development
  • Experienced with successful oversight and/or build of community resilience program models
  • Demonstrated experience in managing annual program budgets between $10M-$20M
  • Direct and successful experience in managing and incentivizing cultural values of remote teams
  • Knowledgeable of the Federal grants landscape and compliance requirements
  • Familiar with (or demonstrated ability to quickly learn) workforce development models that can be applied to climate resilience and disaster recovery programming
  • Proven record of developing local and national partnerships
  • Experienced in trades education and the desire to innovate in the space
  • Proven record of personnel management experience such as leading teams, developing staff for leadership roles, and promoting a positive and inclusive work environment
  • Adept at leading program delivery through matrixed organizations

Special Requirements: 

  • Evening and weekend schedule supporting leadership meetings, video conferences, events, and operations 
  • Local Travel: The person filling this position will be expected to travel within their local area to support ongoing efforts 
  • Other Travel: At least 25% non-local travel to support broader organizational activities focused within the assigned territory

Pay Range

  • $160,000.00 - $185,000.00 per year
