Arlene Holen

Arlene Holen is senior fellow at the Technology Policy Institute. An economist with broad expertise in economic and budget issues, her work focuses on policy questions raised by emerging health information technologies. Before joining TPI, Holen was associate director of the Congressional Budget Office. She previously held the Senate-confirmed position of member and chairman of the Federal Mine Safety and Health Review Commission. UnderPresidents Reagan and George H.W. Bush, she was associate director for Human Resources,Veterans and Labor at the Office of Management and Budget. She also served as a senior staff economist for the Council of Economic Advisers, OMB, the Department of Labor, and the Center for Naval Analyses. She holds an advanced degree in economics fromColumbia University and a bachelor’s degree from Smith College.
