Justin Goonesinghe

Justin Goonesinghe currently serves as the Energy Sector Director and Gas Sector Lead for the USAID Ukraine Energy Security Project at Tetra Tech, focusing on providing gas technical assistance to the Government of Ukraine. Previously, Justin held the position of Head of European Gas at the Department of Business, Energy & Industrial Strategy, overseeing the UK's European gas market strategy and EU Exit negotiations. A background at National Grid included roles such as Strategy Development Manager for the Future of Gas Decarbonization Programme and EU Code Development Manager. Earlier experience includes establishing the Regulatory Affairs section at RasGas and representing the UK in the European Network of Transmission System Operators for Gas. Justin holds a BSc in Geography from Loughborough University and advanced qualifications in energy and climate policy, including ongoing studies at SOAS University of London.
