CEO and Executive Team

The executive team at THE COOPERATIVE LEAGUE OF THE U.S.A. has a history of experience in the cooperative industry as well as in law and government. The team has been led by President and CEO, Terry Shook, since 2016. Prior to his current position, Shook served as the Executive VP for Programs at NCBA CLUSA, the Senior Policy Advisor for Rural Affairs at White House Domestic Policy Council, and the Acting Under Secretary for the U.S. Department of Agriculture, Rural Development. The Cooperative League of the USA also employs Executive Director, Paul Hazen, who has served in that role since 2010 and brings with him experience as the former Executive Director of the Cooperative Development Foundation and Advisor (detail) at CGAP. Lastly, Senior Advisor - Office of Community Affairs at Consumer Financial Protection Bureau, Marla Felcher, joined the team in 2017 and provides experience as an attorney-advisor at the Department of the Treasury's Office of Financial Stability.
