Kirby Fowler

Kirby Fowler has a diverse work experience in various leadership roles. Kirby served as the President & Chief Executive Officer of The Maryland Zoo in Baltimore starting from April 2020. Prior to that, they worked for the Downtown Partnership of Baltimore (DPOB) & Downtown Management Authority (DMA), where they held the position of President & Executive Director for 16 years. During their tenure, they played a significant role in the transformation of Downtown Baltimore into a mixed-use neighborhood with cultural attractions and a growing residential population.

Before their time at DPOB & DMA, Fowler worked as an Attorney at Ballard Spahr LLP, where they represented clients in litigation and non-litigation matters involving land use, zoning, permitting, economic development, and employment law. Kirby also played a key role in the development of Silo Point and the Giant Supermarket in Waverly.

Fowler's earlier experience includes serving as a Special Assistant to the Mayor of Baltimore, where they advanced development projects, streamlined the development process in city government, and worked on various city revitalization initiatives. Before that, they worked as an Attorney/Partner at Ober Kaler, specializing in employment law and serving on the Hiring Committee and supervising Summer Associates.

Fowler began their career as a Law Clerk for Hon. Walter E. Black, Jr., Chief Judge of the U.S. District Court in Maryland.

Kirby Fowler completed their Bachelor of Arts (B.A.) degree in Political Science and Government at Dartmouth College from 1984 to 1988. Kirby then pursued further education at New York University School of Law, obtaining their Doctor of Law (J.D.) degree from 1988 to 1991.
