Patrick Kinsman

Vice President, Offshore Wind Development at The Port of Virginia

Patrick Kinsman has a diverse and extensive work experience. Patrick is currently serving as the Vice President of Offshore Wind Development at The Port of Virginia since 2022. Prior to this, they worked as a Transitioning Military Officer in the US Army from 2021 to 2022.

From 2018 to 2021, Patrick held the position of Chief Executive Officer and Commander of the Norfolk District in the US Army Corps of Engineers. Patrick was responsible for overseeing a program that involved design, construction, real estate, and environmental support to various military installations in Virginia. Their leadership resulted in improved survey ratings in organizational performance, senior leadership, and employee engagement.

In 2016, Patrick served as the Chief Executive Officer and Commander of the Middle East District in the US Army Corps of Engineers. Patrick provided support to USCENTCOM and the Department of State Security Cooperation and stability missions. During this time, they also served as the Chief of Staff and Deputy Commander for the Transatlantic Division, where they provided executive leadership and planning support for worldwide contingency operations.

Prior to their military roles, Patrick served as the Secretary of Defense Corporate Fellow at Intel Corporation in 2015-2016. Patrick conducted outreach to various Intel leaders and groups.

Patrick's earlier experiences include serving as the Chief of Staff and Deputy Commander at the US Army Joint Multinational Readiness Center and as the Chief Operating Officer and Battalion Commander of the 326th Engineer Battalion. Patrick also worked in various roles in NATO, the 173D Airborne Brigade, and the US Army Corps of Engineers.

Patrick Kinsman earned a Bachelor's Degree in Environmental Engineering from the United States Military Academy at West Point in the years 1989 to 1993. Following this, they pursued further education and obtained a Master of Science degree in Civil Engineering from the Georgia Institute of Technology in the years 2001 to 2002. During the same period, they also completed a Master of Business Administration (M.B.A.) from the Georgia Tech Scheller College of Business. In 1997 to 1998, Patrick Kinsman obtained a Master of Science degree in Engineering/Industrial Management from the Missouri University of Science and Technology. Additionally, they earned the certification of Professional Engineer from the State of Missouri in July 2006.
