Kelvin Franklin

Kelvin Franklin, CISSP, is an experienced professional in the fields of information technology, communications, and security management with a career that spans several decades. Currently serving as Site Manager and Directorate Lead for Torch Technologies, Inc. since April 2023, Kelvin supports the Air Force Human Resources Software applications development. Prior roles include Task Lead and Configuration Manager at Oasis Systems, where responsibilities included implementing configuration management policies and risk management framework security controls for the Air Force Life Cycle Management Center. Kelvin has held various leadership positions across multiple companies, including 22nd Century Technologies and Exelis, managing teams responsible for communications and air traffic management support. A veteran of the United States Air Force with comprehensive experience in maintenance inspections, operational logistics, and systems management, Kelvin holds a Bachelor of Science in Computer Information Systems and has earned multiple degrees from Saint Leo University and the Community College of the Air Force.
