Paloma Adams-Allen

Paloma Adams Allen currently serves as the Deputy Administrator and Chief Operating Officer at USAID, a position held since October 2021. Prior to this role, Paloma was the President and Chief Executive Officer of the Inter-American Foundation from April 2017 to October 2021, focusing on empowering under-resourced communities across Latin America and the Caribbean. Paloma held various significant positions at USAID from November 2010 to May 2016, including Deputy Assistant Administrator for the Latin America and Caribbean Bureau, where responsibilities encompassed a foreign assistance budget exceeding $800 million. Paloma's earlier experience includes advisory roles at the Organization of American States and leads initiatives in public-private partnerships, focusing on youth development, climate change, and education. Educational qualifications include a Doctor of Law from Georgetown University Law Center, a Master's from the Johns Hopkins University, and a Bachelor’s degree from Brown University.
