David Gillers serves as the CFTC’s Chief of Staff and Chief Operating Officer under Chairman Behnam, and Director of the Climate Risk Unit. Mr. Gillers was the CFTC’s federal officer for the Climate-Related Market Risk Subcommittee of the CFTC’s Market Risk Advisory Committee, in which capacity he oversaw the development and publication of the landmark Managing Climate Risk in the U.S. Financial System
Previously, he spent a decade as a congressional staffer working on financial services and energy matters, most recently as Democratic Senior Counsel to the Senate Committee on Energy and Natural Resources. He worked extensively on the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, the Small Business Jobs Act of 2010, and the Fixing America's Surface Transportation Act of 2015. While in Congress, he oversaw international energy cooperation agreements as well as government backed financing programs at the Department of the Treasury, the Small Business Administration, and the Department of Energy.
Gillers worked as a corporate attorney prior to his time in Congress.
