Senior U.s. Commercial Liaison To The World Bank/head Of DOC Multilateral Development Bank Group at U.S. Department of Commerce

Danica R. Starks has a diverse work experience in the field of international affairs, public administration, and commerce. Danica R. currently holds the position of Senior U.S. Commercial Liaison/Advisor to the U.S. Executive Director/Head of DOC MDB Group at The World Bank since March 2021. In addition, they are currently serving as an Adjunct Professor of International Affairs and Public Administration at Syracuse University - Maxwell School since August 2022.

Prior to their current roles, they worked at the U.S. Department of Commerce in various positions including Senior U.S. Commercial Liaison to the World Bank/Head of DOC Multilateral Development Bank Group, Policy Director for Russia, Ukraine & Eurasia, Senior Policy Advisor for Global Markets, Senior Eurasia Policy Officer, International Trade Administration Senior Policy Advisor for the Caucasus and Central Asia, and Good Governance Program Manager for Russia/Central Asia. Danica R. also served as a Presidential Management Fellow at the U.S. Department of Commerce.

Danica R. started their career as an Intern at World Vision in 2000 and later worked as a Program Assistant at the NOAA Office of the Chief Scientist and a Foreign Affairs Research Assistant at the NOAA Fisheries International Policy Office at the U.S. Department of Commerce.

- Between 1995 and 1999, they attended American University, where they obtained a Bachelor of Arts degree with honors (cum laude) in International Studies and Economics, specializing in Russian and Eastern European Studies.

- In 1998, they participated in a program at Charles University, focusing on Eastern European Economic Transition, Czech Politics, and Czech Language.

- In 1997, they attended Moscow State Linguistic University, where they studied Phonetics, Conversation, Grammar, Literature, and Politics.

- Danica R. completed their high school education at Central High School, where they graduated as the Valedictorian of their class. Danica R. also received the International Baccalaureate Diploma.
